An Open Letter to the McGill Administration Regarding Sexual Violence

Dear Principal Suzanne Fortier, Senior Administration of McGill University,

Following the events leading up to and surrounding the resignation of SSMU Vice-President (External) David Aird, we have serious concerns for the safety of the McGill community. We hope you will take our concerns seriously and respond accordingly. The lack of action from the McGill Administration, an important and powerful body within this institution, has failed in aptly recognizing a systematic and collective inadequacy, and thus has failed at fostering a safe and positive growing space and community. We do not feel that the letter sent by the administration on February 25, 2017 adequately responds to this issue. To state that the university is continuing its efforts to raise awareness on sexual violence does not tell us much, especially because the individual in question had consent, anti-oppression, and anti-violence training. Students are not strangers to the silence surrounding incidents of sexual assault and harassment on this campus. This institution, where we are encouraged to challenge our minds with the knowledge of world-class faculty and professors, is regrettably drowned with fear of exposure and vulnerability in exchange for little protection to our safety. The mishandling of the situation regarding the SSMU VP (External) David Aird is not something that our community can take lightly. The period leading up to his resignation was inappropriately long for the survivors. Students regularly raised their discomfort with the individual, but their concerns were ignored and not taken seriously. As councillors sitting on the SSMU Legislative Council, we witnessed the number of survivors who spoke up, and there are far too many to deem this campus safe. There are numerous survivors of sexual (assault/harassment) and gendered violence who bravely walk this campus everyday without revealing the harm they have experienced or continue to experience. There are even more who have left this place with an education on a piece of paper and a broken soul. For someone in such a position of influence, authority and power such as the SSMU VP (External), it is regrettable to see how little attention and involvement the Administration put into taking the necessary measures to provide safety and support to the survivors, and to remove this individual from their position. We recognize the insufficiency of the SSMU executive team in the handling of their response, and it is one that weighs heavily on all of us. However, their accountability is not ample to bring closure to this matter. The problem of sexual violence is not limited to the SSMU; it affects everyone on campus, especially those survivors that have come forth. Principal Fortier, the administration is accountable to every one of its students and shoulders the burden of the responsibility to take action. The silence from the Administration throughout this process is alarming. It speaks to a much deeper issue on this campus, grounded in the systemic unwillingness to look inwards and uncover the reality of the survivor voice being masked by negligence. The University has no right to pick and choose which student matters to become involved in, and on which to remain silent. Being selective about the types of violence the University wishes to address is unjust and problematic. We owe it to our constituents, just as you owe it to your students, to deliver the same level of consideration in this matter. We believe there lies a severe trust to be rebuilt, as students of this University, in the safety of this space we call McGill. Please understand the necessity for immediate actions when a survivor shares their experience. We understand the shortcomings of sexual violence resolutions which the institution and its members need to improve on in order to move forward towards a better campus. We have not lost faith. Grandescunt Aucta Labore, “By work, all things increase and grow.” The Administration has the power to lead this institution out of it’s the current distressed state. As Elie Wiesel strongly stated, “Neutrality helps the oppressor, never the victim. Silence encourages the tormentor, never the tormented.” Further, as students and representatives of this University, we are ready to collaborate with the Administration in working for a safer campus, free of fear in speaking out against harm. However, we also expect the Administration to listen and address these concerns whole heartedly.To conclude, Principal Fortier, this is not a call for an apology. This is not a call for the University’s sympathy. This is a call for solidarity and a call for action. To this end, we ask that the following actions to be taken as a start to this collaboration:

1) Letter issued by the Administration addressing the resignation of the SSMU VP (External) and the acknowledgement of the braveness of the survivors despite the harm that they went through.

2) To emphasize section 8 of the sexual violence policy and push the active working group to hold workshops and presentations concerning sexual violence at McGill residences and campus as a whole for the remainder of the semester.

3) In addition we are requesting the AAA- Academic Integrity Tutorial, completed by all entry level students at McGill University; to encompass questions on the necessity of consent for harm prevention, sexual assault and McGill’s sexual violence policy.

4) The CDN’s demands in their statement to be followed and adopted by the Administration.

5) To take direct measures to ensure the continued safety of students and survivors on and around campus (ex: timely disclosures, safety planning, screening of executives, section changes, etc.).

Les Ă©vĂ©nements qui entourent et qui ont menĂ©s Ă  la dĂ©mission du Vice-PrĂ©sident aux Affaires Externes David Aird, soulèvent des questions prĂ©occupantes quant Ă  la sĂ©curitĂ© de la communautĂ© de McGill. Nous espĂ©rons que vous prendrez aux sĂ©rieux ces inquiĂ©tudes et que vous les adresserez en consĂ©quent. Par son inaction, l’administration de McGill, un organe puissant au sein de l’UniversitĂ©, n’a pas su identifier des insuffisances collectives systĂ©matiques et a Ă©chouĂ© Ă  favoriser un espace de dĂ©veloppement et une communautĂ© sĂ©curitaire et positive. Nous ne pensons pas que la lettre envoyĂ©e par l’administration le 25 fĂ©vrier 2017 rĂ©pond adĂ©quatement Ă  cette question. Dire que l’universitĂ© poursuit ses efforts de sensibilisation Ă  la violence sexuelle ne nous dit pas grand-chose. Cela est prĂ©occupant parce que l’individu en question avait suivi une formation sur le consentement, l’anti-oppression et la violence. Les Ă©tudiant-e-s sont familiers avec le silence qui entoure les incidents d’agressions sexuelles et de harcèlement sur le campus. Cette institution, au sein de laquelle nous sommes encouragĂ©s Ă  relever des dĂ©fis intellectuels en bĂ©nĂ©ficiant des enseignements de professeur-e-s de calibre mondial, est malheureusement submergĂ©e par la crainte de publicitĂ© et de vulnĂ©rabilitĂ© et nous offre en Ă©change bien peu de sĂ©curitĂ©. La mauvaise gestion de la situation concernant le VP (Affaires externes) David Aird de l’AÉUM ne doit pas ĂŞtre traitĂ©e Ă  la lĂ©gère. La pĂ©riode qui a menĂ© Ă  sa dĂ©mission a Ă©tĂ© bien trop longue eut Ă©gard Ă  la souffrance des survivant-e-s. Les Ă©tudiant-e-s ont tĂ©moignĂ©-e-s rĂ©gulièrement de leur inconfort vis Ă  vis de cet individu, mais leurs prĂ©occupations ont Ă©tĂ© ignorĂ©es et n’ont pas Ă©tĂ© prises sĂ©rieusement. En tant que reprĂ©sentant-e-s siĂ©geant au Conseil lĂ©gislatif de l’AÉUM, nous avons pu constater le nombre de survivant-e-s qui se sont exprimĂ©-e-s, et ce nombre est bien trop Ă©levĂ© pour considĂ©rer que ce campus est sĂ©curitaire. Il existe de nombreux survivants de violences sexuelles (agression / harcèlement) et de violence sexiste qui, chaque jour, frĂ©quentent le campus avec bravoure sans rĂ©vĂ©ler leur souffrance. D’autres plus nombreux encore, sont partis avec une Ă©ducations sur papier et une âme brisĂ©e. Pour quelqu’un dans une telle position d’influence d’autoritĂ© et de pouvoir que le VP (Affaires externes) de l’AÉUM, il est regrettable de constater le peu d’attention et d’implication que l’administration centrale a portĂ© aux mesures nĂ©cessaires pour assurer la sĂ©curitĂ© et le soutien aux survivant-e-s et pour la destitution de cet individu. Nous reconnaissons les insuffisances dont a fait preuve l’équipe exĂ©cutive de l’AÉUM dans la gestion de sa rĂ©ponse, et elles ont un lourd impact sur nous tou-te-s. Cependant, lui attribuer toute la responsabilitĂ© ne mettra pas un terme satisfaisant Ă  cette affaire. Le problème de la violence sexuelle ne se cantonne pas simplement Ă  l’AÉUM, il affecte tout le monde sur le campus, et en particulier les survivan-t-e-s qui se sont manifestĂ©-e-s. Principale Fortier, l’administration est responsable vis Ă  vis de tou-te-s ses Ă©tudiant-e-s et a le devoir d’agir. Le silence de l’administration tout au long de ce processus est alarmant. Il rĂ©vèle une problĂ©matique plus profonde de ce campus, ancrĂ©e dans un refus systĂ©mique de toute introspection et de mettre Ă  jour la rĂ©alitĂ© de la suppression par nĂ©gligence des voix des survivant-e-s. L’UniversitĂ© n’a pas le droit de choisir les sujets qui concernent les Ă©tudiant-e-s pour lesquels elle va s’impliquer alors qu’elle reste silencieuse sur d’autres. ĂŠtre sĂ©lectif vis Ă  vis du type de violence subie est injuste et pose problème. Nous avons le devoir envers ceux et celles que nous reprĂ©sentons, tout comme vous avez un devoir envers vos Ă©tudiant-e-s, d’offrir le mĂŞme zèle et le mĂŞme niveau de considĂ©ration Ă  cette question. En tant qu’étudiant-e-s de cette universitĂ©, nous croyons qu’il s’agit ici d’une perte confiance dans la sĂ©curitĂ© de l’espace que nous appelons McGill. Veuillez reconnaĂ®tre la nĂ©cessitĂ© d’agir immĂ©diatement lorsqu’un-e survivant-e partage son expĂ©rience Nous comprenons les sĂ©rieuses lacunes dans les politiques contre la violence sexuelle auxquelles cette institution et ses membres doivent remĂ©dier pour amĂ©liorer le campus. Nous gardons espoir. Grandescunt Aucta Labore, “Tout s’accroĂ®t par le travail.” L’administration est Ă  la base du mouvement nĂ©cessaire pour sortir cette institution d’un campus en dĂ©tresse. Dans les mots d’Elie Wiesel, “Neutrality helps the oppressor, never the victim. Silence encourages the tormentor, never the tormented.”, “la neutralitĂ© aide l’oppresseur, jamais la victim. Le silence encourage le tourmenteur, jamais le tourmentĂ©.” De plus, en tant qu’étudiant-e-s et reprĂ©sentant-e-s de l’UniversitĂ©, nous sommes prĂŞt-e-s Ă  collaborer avec l’administration pour un campus plus sĂ©curitaire, dĂ©livrĂ© de la peur de dĂ©noncer le mal qui nous est fait. Cependant, nous attendons de l’administration qu’elle Ă©coute et rĂ©ponde Ă  ces prĂ©occupations sans rĂ©serves. En conclusion, Principale Fortier, ceci n’est pas un appel Ă  des excuses. Ceci n’est pas un appel Ă  la sympathie de l’UniversitĂ©. C’est un appel Ă  la solidaritĂ© et un appel Ă  l’action. Ă€ cet effet, nous demandons que les actions suivantes soient entreprises comme point de dĂ©part Ă  une saine collaboration:

1) Une lettre de l’administration concernant la démission du VP (Affaires externes) de l’AÉUM et la reconnaissance du courage des survivant-e-s en dépit des préjudices subis.

2) Mettre l’emphase sur la 8ème section de la Politique contre la violence sexuelle et pousser le groupe de travail à tenir des ateliers et des présentations concernant la violence sexuelle, dans les résidences et sur tout le campus de McGill pour le reste du semestre.

3) De plus nous demandons que le AAA- Academic Integrity Tutorial, un questionnaire complété par tous les étudiants entrants de l’Université McGill couvre les questions de la nécessité du consentement pour la réduction des risques, les violences sexuelles, et la politiques de McGill sur les violences sexuelles.

4) Que les demandes exprimées dans la déclaration du CDN (Community Disclosure Network) soient suivies et adoptées par l’administration.

5) La mise en place de mesures directes pour assurer la sécurité des étudiant-e-s et des survivant-e-s sur le campus et les environs (ex: divulgation en temps opportun, planification de la sécurité, vérification des antécédents des dirigeants, changements de sections, etc.)
